Federal Capture Manager
Emerging Tech is looking for a Capture Manager to drive growth across the Department of Veterans Affairs and Department of War, with a focus on Air Force and Navy opportunities in the $10M+ range spanning cybersecurity, healthcare IT, systems engineering, and program management. You’ll lead capture from opportunity identification through award, and report to the President, CEO, and Chief Growth Officer on status and risk. Hybrid, with 1–2 days per week in our Washington, DC office.
What You’Ll Do
- Identify, qualify, and track federal IT opportunities aligned to our growth goals
- Build capture strategies, win themes, and customer engagement plans for $10M+ pursuits
- Partner with proposal teams to shape compliant, competitive submissions
- Build relationships with government stakeholders, program managers, and contracting officers
- Track market trends, competitors, and incumbent contracts to sharpen strategy
What We’Re Looking For
- 10+ years of federal capture/BD experience within VA and/or DoW, with direct Air Force and/or Navy wins
- Prior experience at an SDVOSB, with a strong grasp of small-business set-asides
- Track record leading full-lifecycle captures worth $10M–$50M+
- Strong understanding of FAR/DFARS, IDIQs, GWACs, OTAs, and SBIR/STTR pathways
Salary range: $130,000–$165,000 base plus performance-based bonus.
