Proposal Director: Federal Government (VA & DoD)
Emerging Tech is seeking a Director of Proposals to lead our proposal development function end to end, from pre-RFP planning through submission, for federal and commercial pursuits. This is a hands-on leadership role: you’ll personally write and manage proposals while building and directing the proposal team. Hybrid, with 1–2 days per week in our Washington, DC office. Reports to the Chief Growth Officer.
What You’Ll Do
- Own the proposal lifecycle: schedules, compliance matrices, outlines, and win themes
- Partner with business development and capture on win strategy and differentiators
- Lead proposal teams, writers, editors, graphic designers, through kickoffs, color team reviews, and submission
- Maintain a reusable proposal knowledge library and past-performance references
- Report proposal performance, win/loss trends, and pipeline metrics to leadership
What We’Re Looking For
- 10+ years as a proposal manager, with a track record winning $10M+ task orders on GWACs/IDIQs (OASIS+, SeaPort-NxG)
- Deep familiarity with Shipley methodology and FAR/DFARS
- Bachelor’s degree in business, communications, or related field
- Able to personally write, edit, and quality-check proposal material under tight deadlines
- SDVOSB or small-business proposal experience, and familiarity with VA/Air Force/Navy pursuits, preferred
Expected salary: $130,000–$170,000, plus performance-based bonus, based on experience.
